I would have thought that with British runways melting down in 38C , UK is qualified as a Banana Republic but the truth is that in Banana Republics the runways are always in top shape regardless of the weather so the ruler and his/her cabinet can escape for safety. Even in worst corrupt Banana Republic the leadership and its ruling klan have some dignity in their system, hence running away to exile. Needless to mention that the public in those countries also get upset for REAL… Brits seem to tolerate everything.
