Police in relation to politics pose the greatest potential threat to individual liberty where they are considered to be an extension of political power. This is witnessed in its potent form in totalitarian systems. It has been said that war is not merely a political act but also a political instrument and in totalitarian police systems it is seen in the same light. The enemy in this case is not external but the internal critics of the state.
